Phnom Penh: The 3rd National Science, Technology and Innovation Day (STI Day 2025) commenced on March 26 with the introduction of four innovation initiatives and a high-level forum on artificial intelligence (AI). The focus is on nurturing talent and enhancing Cambodia’s innovation ecosystem.
According to Agence Kampuchea Presse, the event, themed “Growing Talents for STI”, gathered scientists, researchers, students, industry leaders, and development partners from the region, including Cambodia, Malaysia, Singapore, China, Japan, Korea, and the United Nations to foster collaboration and accelerate Cambodia’s transition towards a knowledge-based economy.
Deputy Prime Minister H.E. Sok Chenda Sophea, who presided over the event, reaffirmed the government’s commitment to STI development. He emphasized that science, technology, and innovation are crucial for Cambodia’s vision to become a high-income country by 2050. He stressed the importance of investing in human capital, particularly in STEM education.
H.E. Hem Vanndy, Minister of Industry, Science, Technology and Innovation and Chair of the National Council of Science, Technology and Innovation (NCSTI), highlighted the necessity of talented human resources for building a robust STI ecosystem. He acknowledged the NCSTI’s role in guiding Cambodia’s strategic direction on science, technology, and innovation.
The NCSTI is working with UN-ESCAP to study artificial intelligence and formulate a national AI strategy under the ‘Community of Practice’ cooperation. This collaboration aims to promote knowledge exchange and create strategies aligned with national, regional, and global contexts.
As part of STI Day 2025, a forum titled ‘AI for All’ focused on inclusive and responsible AI development. A panel discussion on ‘Growing Talents for STI’ showcased real-world applications of frontier technologies, such as AI-based diabetic retinopathy screening, blockchain technology integration, and cybersecurity.
The event also presented the Outstanding Cambodian Scientists Awards and the Public Innovation Awards, recognizing scientific excellence and innovation in public service.
According to the Ministry of Industry, Science, Technology, and Innovation, the four innovation initiatives unveiled include:
1. National R and D Management System Blueprint – Developed with South Korea’s Science and Technology Policy Institute (STEPI), this blueprint aims to establish a cohesive national research ecosystem.
2. Business Intelligence System (BIS) – Funded by the Japanese government under the ACMECS Framework, this platform supports SMEs with real-time access to services like quotation tools, recruitment, and R and D resources powered by HPC.
3. AI-based Screening Programme for Diabetic Retinopathy – A joint initiative with the Ministry of Health and Guizhou Centre for Disease Prevention and Control, this program uses AI for early diagnosis of diabetic retinopathy.
4. Digital Travel Platform – Developed with Beijing Yiyan Technology Development Co., Ltd., this platform provides real-time updates on travel policies and offers personalized recommendations to promote Cambodia as a smart tourism destination.
Deputy Prime Minister H.E. Sok Chenda Sophea concluded by emphasizing the need for collaboration, stating that science, technology, and innovation require an interconnected approach involving ministries and the private sector to serve the nation’s interests.
