PM Congratulates Achievements of Public Financial Management Reform Programme


Prime Minister Samdech Moha Borvor Thipadei Hun Manet has expressed his high appreciation for the achievements in public financial management reform programme conducted by the Royal Government of Cambodia.

Addressing the Closing Ceremony of 2023 Annual Review Meeting on Public Financial Management Reform Programme-Stage 4, held at Sokha Phnom Penh Hotel this morning, Samdech Thipadei Hun Manet said the public financial management reform had been put in action step by step to ensure the national development since the country’s liberation from the Khmer Rouge genocidal regime.

The Premier added that the reform had responded with many historic achievements, both in improvement of governance of public financial management and in socio-economic aspect of Cambodia.

Samdech Thipadei Hun Manet said the Royal Government of the 7th legislature of the National Assembly will further pay high attention to the national reform to achieve the status of an upper middle-income economy by 2030 and a high-income nation by 20
50.

The Prime Minister also encouraged all state institutions to focus their attention on monitoring and inspection as well as auditing.

H.E. Dr. Aun Pornmoniroth, Deputy Prime Minister and Minister of Economy and Finance said the Royal Government of Cambodia has been implementing reform measures since the early 2000s to address the challenges of public financial management, including chronic cash shortages, weaknesses in the national monetary account management system, manual and cash-based financial transactions, and deficiencies in accounting and reporting systems.

The vision of these reform programmes are to transform the Cambodian public financial management system from an input-centric and centralised system to one that focuses on results, achievements, and decentralisation in line with international standards, he underlined.

These reform programmes have been focused on strengthening the efficiency and effectiveness of revenue and expenditure management of the state budget in order to support the im
plementation of sectoral policies of the Royal Government.
