Phnom Penh: The National Disability Strategic Plan 2024-2028 has been unveiled as a guiding framework for inter-ministerial, national and sub-national institutions, development partners, national and international organizations, disability associations, and relevant actors in both the public and private sectors. The plan aims to prioritize the interests of persons with disabilities and was announced during a celebration at Koh Pich Theatre Hall in Phnom Penh. This event coincided with the 26th National Day and the 42nd International Day of Persons with Disabilities.
According to Agence Kampuchea Presse, H.E. Vongsey Vissoth, Permanent Deputy Prime Minister and Minister in Charge of the Office of the Council of Ministers, presided over the event. He emphasized Cambodia’s commitment to fulfilling its obligations under the Convention on the Rights of Persons with Disabilities and working towards making these rights a tangible reality.
Prime Minister Samdech Moha Borvor Thipadei Hun Manet, Honorary President of
the Disability Action Council, delivered an open message on this occasion. He reiterated the Royal Government of Cambodia’s dedication to improving the quality of life for persons with disabilities, ensuring non-discrimination based on color, religion, status, or political affiliation. He also stressed the importance of promoting disability inclusion in digital technology across all sectors as part of the digital transformation era.
As of October 2024, 39 ministries and institutions in Cambodia have recruited a total of 3,819 people with disabilities, including 882 women, accounting for 2.04 percent of new recruitments. Furthermore, the private sector, including banks, microfinance institutions, hotels, and factories, has employed 5,684 people with disabilities, of whom 3,578 are women.
