Prime Minister Pham Minh Chinh chaired a law-building session of the Government on September 23, requesting that laws built must enhance management but also create an enabling environment for development.
This is the second law-building session of the Government in September and the 10th this year. Chinh underlined that institutional building and perfection is one of the three targeted strategic breakthroughs since institutions form both a resource and an impulse for development.
