DGCE and DHL Ink MoU to Streamline Parcel Clearance in Cambodia


Phnom Penh: The General Department of Customs and Excise of Cambodia (GDCE) and DHL EXPRESS (CAMBODIA) LTD. have signed a memorandum of understanding on the management and exchange of information on express parcels.



According to Agence Kampuchea Presse, the MoU was inked by H.E. Kun Nhem, Minister Attached to the Prime Minister, Director General of GDCE, and Mr. Prayag Chitrakar, President of DHL EXPRESS (CAMBODIA) LTD., with participation from relevant officials, representatives of development partners, as well as leaders and officials of GDCE.



The main objective of the MoU is to strengthen cooperation between GDCE and DHL in connecting automated systems and electronic data exchange, reducing the requirements for customs declaration documents, reducing the burden of entering customs declaration data, improving risk management functions, and establishing a communication network to make the process of completing customs clearance procedures easier, faster, and more compliant.



H.E. Kun Nhem stated that the MoU is a new development in expanding cooperation with DHL EXPRESS (CAMBODIA) to promote trade facilitation and improve the business and investment environment in Cambodia. He highlighted the significant achievements of the GDCE in recent years in modernising its institution and facilitating trade, which include implementing the National Single Window system, automating customs clearance procedures, implementing the Authorised Economic Operator (AEO) programme, adopting Pre-Arrival Processing, and expanding e-Payment options.



Mr. Prayag Chitrakar expressed his gratitude to the GDCE for initiating this MoU. He pledged to collaborate with the Royal Government, especially the GDCE, in promoting the rapid transit sector to become a regional logistics hub and enhancing Cambodia’s competitiveness in the logistics sector.



GDCE has signed memorandums of understanding with several institutions or companies, such as the Cambodian Electronics and Technology Association (CETA), Chipmong Insee Cement Corporation, and Cambodia Post, aiming to provide further facilitation and improve compliance in completing customs clearance procedures.
