Phnom Penh: By raising Cambodia’s experience, the President of the Senate of Cambodia expressed that only the Ukrainian leader has the authority to decide whether to enter negotiations, rather than the head of NATO or other nations. Samdech Akka Moha Sena Padei Techo Hun Sen made these remarks on his official social media platforms this evening.

According to Agence Kampuchea Presse, Hun Sen highlighted past discourse surrounding the Ukraine conflict, particularly after Trump’s election victory and before his inauguration on January 20, 2025. He noted discussions suggesting Trump supported peace negotiations in Ukraine. Hun Sen also referenced a statement by the NATO chief, which implied that Ukraine was not currently strong enough for peace talks with Russia, referring to Ukraine’s challenges on the military front.

Hun Sen questioned whether it is prudent to wait for Ukraine to gain military superiority before negotiating or to engage in negotiations amidst ongoing conflict. He argued that waiting to gain an advantage could prolong human suffering and delay peace indefinitely. He expressed skepticism over Ukraine’s potential to gain military dominance, even with NATO or EU membership, suggesting that the situation would remain unchanged.

He further explained that despite NATO, EU forces, and the U.S. providing various forms of support to Ukraine, including weapons, finance, and political backing, the conflict has worsened, impacting not only Ukraine but also Europe and the world due to economic sanctions on Russia. These sanctions, he stated, have had adverse effects on Europe itself.

Hun Sen drew parallels with Cambodia’s history, advocating for negotiations during conflict rather than persistent fighting. He urged foreign nations to promote dialogue rather than exacerbate hostility. He emphasized that Cambodia’s peace was achieved through internal decisions, suggesting that Ukraine must similarly determine its own path to peace. Hun Sen concluded by reiterating that only the Ukrainian leader can decide on negotiations, independent of external influences.
