Cambodia Hosts ASEAN IPA Annual Conference in Siem Reap

Siem Reap: The Intellectual Property Association of Cambodia and the ASEAN Intellectual Property Association (IPA) have co-organised the ‘2025 ASEAN Intellectual Property Association Annual Conference and Meeting’ in Siem Reap province.

According to Agence Kampuchea Presse, the event was held on Feb. 15 under the presidency of H.E. Suon Vichea, Adviser to the Ministry of Commerce and Director of the Department of Intellectual Property, and Mr. Pham Nghiem Xuan Bac, President of the ASEAN IPA, with the participation of representatives of many relevant ministries and institutions.

The conference focused on the topic of enforcement of IP in the digital era – challenges and emerging trends, aiming to contribute to the development of an IP system that can adapt to the fast pace of technological advancement.

The conference was presented by experts and professionals from various jurisdictions who shared insights on emerging challenges and trends in IP enforcement in the digitalised world, providing a platform for knowledge exchange and discussion among participants.

In the current rapidly evolving world, technologies are advancing at a remarkable pace, causing the existing IP system to struggle to keep up with these advancements, particularly in fields like AI, blockchain, IoT, and biotechnology, said Mr. Pham Nghiem Xuan Bac.

He noted that the existing IP system will find it difficult to address the rising risks of IP infringement in the digital era, especially with the growth of e-commerce, digital platforms, and virtual spaces. He added that different levels of development among countries may complicate enforcement efforts.

In his keynote address, H.E. Suon Vichea highlighted the evolution of intellectual property management and the establishment of intellectual property legal standards in Cambodia.

He emphasised recent developments in the intellectual property sector and the development of a digital intellectual property system to facilitate the implementation, management, and provision of intellectual property services in Cambodia.

Cambodia’s National Intellectual Property Policy 2023-2028, launched recently, prioritises strengthening the protection and enforcement of intellectual property rights, especially in the digital context, he said.
