Cambodia Clarifies Handover of Chinese Criminals to Chinese Authorities


Phnom Penh: The Ministry of Foreign Affairs and International Cooperation (MFAIC) has clarified the recent handover of Chinese nationals to Chinese authorities, affirming that the move is consistent with international practices among countries that recognise the ‘One China’ policy.



According to Agence Kampuchea Presse, in late March 2025, Cambodian authorities dismantled an online fraud operation in Phnom Penh and arrested several Chinese criminals, including individuals from Taiwan. These individuals were subsequently transferred to the competent authorities of the People’s Republic of China.



The handover was carried out in accordance with Cambodian legal procedures and relevant bilateral agreements, including the Cambodia-China Extradition Treaty and the Cambodia-China Security Cooperation Framework, which covers cooperation in combating transnational crime, as well as with the adherence to the ‘One China’ policy, the source stressed.



‘All of the individuals handed over to Chinese authorities are criminals, not ordinary or innocent citizens,’ the spokesperson emphasised. ‘Their transfer to the government of the People’s Republic of China is in line with the practices of some other countries that adhere to the ‘One China’ policy.’
