Cambodia and Philippines Collaborate on Digital Government Transformation


Siem Reap: Cambodia’s Ministry of Post and Telecommunications (MPTC) and the Department of Information and Communications Technology (DICT) of the Philippines have been cooperating on digital transfer to speed up their digital government transformation. At a joint press conference in Siem Reap province on Monday, H.E. Chea Vandeth, Cambodian Minister of Post and Telecommunications, briefed the participants on the work progress of the cooperation between MPTC and DICT on the mutual transfer of digital technology between the two ministries to accelerate the digital government transformation of the two countries.



According to Agence Kampuchea Presse, the technical teams of both countries met on January 20 to discuss the transfer of digital technology on two digital applications, namely Cambodia’s document verification platform, verify.gov.kh, and the Philippines’ eGov SuperApp, which is scheduled to be launched in early 2025. H.E. Chea Vandeth recognised and applauded the Philippines for the significant progress and success in implementing the eGov SuperApp, a platform that integrates services from both local government units and national government agencies. He highlighted the strength of the technology and experience of the Philippines eGov SuperApp, noting that its features will contribute significantly to the development of Cambodia’s DG SuperApp.



H.E. Minister highlighted that this cooperation between the two countries on mutual transfer of technology and experiences is essential for accelerating digital transformation. Both countries would have a stronger basis for choosing the right technology to adopt in developing digital applications based on the exchanges of application development experiences. Additionally, this collaboration is expected to strengthen the diplomatic relations between Cambodia and the Philippines.



For his part, H.E. Ivan John E. Uy, Secretary of DICT, emphasized the advantages of using the document verification platform, verify.gov.ph, for the Philippines. This platform aims to eliminate document fraud issued by competent authorities and provide ease for citizen usage. He further stated that the Philippines had noticed the outstanding feature of Cambodia’s verify.gov platform, which can verify the authenticity of documents such as the national identification card, driver’s license, certificate of civil status, and diplomas and university certificates of students in the Philippines.



H.E. Ivan John E. Uy also noted that the cooperation between MPTC of Cambodia and DICT of the Philippines would establish a foundation for strengthening digital infrastructure, capacity building, and informed decisions on digital solutions for implementing digital government transformation. This cooperation has demonstrated the stance and commitment of both countries in advancing the digital government transformation agenda.



According to a joint press release made public by MPTC, both ministries have conducted rigorous training for their technical teams on the cooperation of the transfer of technology. During the staging phase, the technical team of MPTC transferred technology to the technical team of DICT to integrate the standard QR code that can verify document authenticity through the verification platform verify.gov.ph on documents like National Identification Cards and diplomas. Simultaneously, the DICT technical team conducted a live demonstration of the eGov SuperApp and discussed its key features to aid Cambodia in improving the development of the DG SuperApp.



On the occasion, both MPTC Minister and DICT Secretary reaffirmed their willingness to cooperate on the exchange of experiences and technology transfer of Cambodia’s document verification platform verify.gov.kh and the Philippines’ eGov SuperApp with other countries interested in these platforms. The verify.gov.kh platform, developed by MPTC, aims to eliminate fraudulent documents and promote digital transformation. It uses Blockchain technology and a standard QR code for document verification, ensuring security and convenience. Meanwhile, the eGov SuperApp serves as an integrated platform that facilitates citizen access to government services.
