H.E. Dr. KAO Thach, the First Cambodian to Hold ADFIAP Chairmanship


H.E. Dr. KAO Thach, a distinguished figure in Cambodia’s financial sector, has taken the helm as Chairman of the Association of Development Financing Institutions in Asia and the Pacific (ADFIAP).

According to a recent press release of the ADFIAP, his appointment marks a new chapter in the leadership of ADFIAP, which plays a pivotal role in promoting development banking across the region.

H.E. Dr. KAO Thach has held the position of Royal Government Delegate in charge as the CEO of Cambodia’s Agricultural and Rural Development Bank (ARDB) since 2014. Under his leadership, ARDB has made significant strides in advancing financial services for Cambodia’s agricultural sector and rural development, supporting the government’s vision of sustainable economic growth.

In addition to his role at ARDB, H.E. Dr. KAO Thach is a member of the Supreme National Economic Council (SNEC), where he holds the privilege and rank of Secretary of State and advises on key economic policies. Since 2003, he has also served as a labo
ur arbitrator with the Arbitration Council, further showcasing his deep engagement in Cambodia’s economic and social development.

Before leading ARDB, H.E. Dr. KAO Thach was Deputy Director General at Cambodia’s Securities and Exchange Commission, with the rank and privilege of Undersecretary of State. He was also the Head of the Financial Market Division at the Ministry of Economy and Finance, contributing significantly to Cambodia’s financial sector development. His work includes spearheading the Financial Development Strategy for 2006-2015 and 2011-2020, laying the foundation for Cambodia’s modern economic landscape.

H.E. Dr. KAO Thach’s experience extends beyond Cambodia. He has been actively involved in various ASEAN working groups on capital market development, including the Asian Bond Markets Initiative (ABMI), the ASEAN Capital Markets Forum (ACMF), and Financial Services Liberalisation efforts. These regional engagements have not only broadened his perspective but also positioned him as a key playe
r in shaping financial policies that foster regional cooperation and growth.

As ADFIAP’s new Chairman, H.E. Dr. KAO Thach brings a wealth of experience in financial sector reform, capital market development, and rural banking. His leadership is expected to strengthen ADFIAP’s mission of promoting sustainable development finance in Asia and the Pacific.
